Tulsa Studio Outline Program

Arena

Provide a flexible, multi-purpose arena suitable for hockey, basketball, concerts and other events. Seating capacity should be 18,000 for hockey or basketball and 20,000 for concerts with floor seating. The loading dock should accommodate a minimum of ten semi-tractor trailers secure and protected from the weather. Truck access should be provided to the arena floor. The clear-span roof must support loads for lighting, rigging and equipment. A direct pedestrian connection to the convention center is desirable. Close proximity to parking and/or transit connections is needed. The facility should be a visible and complementary improvement to the city skyline.

Convention Center

Update the existing or propose a new convention center with a minimum of 150,000 sf of clear span, high bay exhibit space, capable of partitioning into a minimum of four separate areas. Provide a minimum 20,000 sf ballroom with kitchen and support facilities capable of hosting a 1,500 person banquet. Provide 40,000 sf of conference space including 40 conference rooms with capacities ranging from 40 to 90 persons, a large assembly hall seating 2,000 with stage. The loading dock should accommodate a minimum of twenty semi-tractor trailers and protected from the weather. Truck access should be provided to the arena floor. Close proximity to parking and/or transit connections is needed. The facility should be a visible and complementary improvement to the city skyline.

Library

Update and expand the existing or propose a new central library. Provide 500,000 sf of floor area with storage capacity of 1,000,000 volumes plus electronic and multimedia collections. Provide naturally lit reading rooms and office space for library staff. Provide street level, coffee shop/cyber cafe for library patrons. Provide on-site parking for 500 cars. Library should be symbolic, civic landmark. The building must be built to at least one property line on a street frontage.


Convention Hotel

Create a full-service upscale / luxury convention hotel with 400 guest rooms. Provide lobby, restaurant, banquet facilities for 1000, swimming pool, and back of house functions for 800 guests. Provide parking for 300 guest vehicles and 100 employee vehicles within 600' of site. The building must be built to at least one property line on a street frontage.


Tower

Create a distinctive landmark tower with observation deck and communication capability with a minimum height of 800' and a maximum height of 1,200' above ground level.

Public Parking Facilities

Provide above grade structured parking for 2,000 vehicles within 1,200' of the Arena and Convention Center in no more than two structures with a maximum height of six levels. Provide rapid exiting ramps. Provide ground floor office or retail space on 75% of all street frontages.

Mixed Use Development

Provide mixed use buildings containing 400 -500 dwelling units at a minimum density of 30 du/acre. Provide 1.5 parking spaces per unit on or adjacent to site(s). Provide a variety of unit sizes with natural light provided on a minimum of two sides. Provide a minimum of 50% of the ground floor area for restaurants, clubs, retail stores or offices. Design at least one full-service restaurant seating 500. Maximum building height is six stories. All buildings must be built to the property lines.

Civic Center Relocation

If the existing civic buildings are displaced by new proposals, then a new federal building, new county courthouse and city hall must be proposed. The new buildings must meet current space needs plus 25% expansion and provide for an additional 25% expansion in the future. Adequate parking should be provided near each facility. The new civic buildings are related and should be adjacent to one another and function as public landmarks. The courthouses must meet new security provisions and be setback from the street as required. The police headquarters building will be assumed to be relocated to the city jail site and will not be included in this study.

Mayo Hotel

The Mayo Hotel will be renovated to be the convention hotel, relocated city hall or mixed use development. If redesigned as mixed use development it will not supersede the requirements for new mixed use development.

Civic Center Plaza and/or Park

The existing civic center plaza will be substantially redesigned or a new square/park will be proposed to support crowds from events at the arena/convention center and serve as relief from the downtown hardscape. It shall be a minimum of one acre in size.


Entertainment Environment
A street or public outdoor space will be designated an entertainment environment with a minimum of 8 restaurants, bars, clubs or other entertainment venues. The environment should favorably relate to other activity generators and the mixed-use development.
